How payments actually work in China
The 2023 Regulations on the Supervision and Administration of Non-bank Payment Institutions replaced the earlier licence framework and tightened capital, beneficial ownership and business-scope requirements considerably. Cross-border flows run through dedicated channels with their own reporting, and the e-CNY pilot introduces a central-bank liability instrument that behaves differently from commercial bank money. Foreign participation is constrained by equity and scope rules that vary by sector.
Rails in scope

- IBPS internet banking payment
- UnionPay
- Digital RMB (e-CNY) pilots
Regulatory obligations
PBOC AML regulations require customer identification, a risk-based approach, and large and suspicious transaction reporting through the AML monitoring system. Beneficial ownership identification duties have tightened in line with FATF expectations.

Data and privacy
The Personal Information Protection Law, the Data Security Law and the Cybersecurity Law operate together, with data classification, localisation for important data, and security assessment for cross-border transfer. Enforcement runs through the CAC.
China deployment questions
Can foreign institutions deploy this?
Scope depends on the sector and on equity rules; the licensed Chinese entity remains the regulated counterparty.
Does the platform support data localisation?
Deployment is self-hosted, so data can remain in-country by default.
